A #UN Commission of Inquiry has concluded that russia's systematic strikes on #Ukraine energy infrastructure constitute war crimes and crimes against humanity, intended to deprive civilians of power and inflict suffering.

It rejected moscow's claim of military targets, citing attacks timed to cold weather and official statements.

A UN report names shoigu, belousov and gerasimov as planners, aligning with 2024 ICC arrest warrants for shoigu and gerasimov.
