I don't understand weather apps. One is reporting a 70% chance of rain today, but in the paragraph immediately below it says 62%, and on the hourly breakdown there are no hours that show any precipitation. Do these all mean different things?

My husband asked me about the weather as he was choosing a jacket this morning. I checked the app, told him 0 chance of rain. It sprinkled five minutes later, probably while he was still walking to the bus stop.
